my school didn't have a gifted program. however they did have this thing for those gifted in math. apparently we all took tests in kindergarten and depending on your score you could do this weekly thing for like an hour where you did math ahead of your grade. I actually got in because I was extremely good in math. i apparently didn't do the test but I still got in so i don't think its a mandatory requirement it just amkes it easier.
